  • House Bill 236: Allows for Domestic Violence Victims and other persons who have filed restraining orders to have courtesy welfare checks during the inception of their order being filed. Goal: Simple; Make victims feel safe.

  • HB 320: Insurance: Allows for healthcare insurers to offer group health benefit plans to local governments to provide health insurance coverage for inmates and persons in law enforcement custody at any point.

    Goal: Reduce the amount of money tax payers have to pay to cover the healthcare costs of inmates and individuals in law enforcement custody. Currently, citizens foot the bill for health services of persons in law enforcement custody. In an effort to save tax payers and the local counties/cities money; this bill would provide much needed relief and cost savings to local entities so that they could re-allocate those excess funds to fund other much needed initiatives in their communities.

  • HB 321: Insurance; Allows for healthcare insurers to offer group health benefit plans to hospitals to provide health insurance coverage for uninsured hospital patients.

    Goal: Currently, hospitals have paid between 35-42 Billion a year to cover healthcare of the uninsured resulting in a severe strain on hospitals. This bill would provide much needed relief and cost savings to hospitals so that they can continue helping the community and not continue to suffer financially.

  • House Resolution 96: Creation of African American History Textbook/Course

    Goal: With the current state of America and the cultural clash that occurred in 2020 led many to question the necessity of an exploration of the African American history and experience in America to get to the root of how we got to this point. Additionally, inconsistencies in the current history books have called for the desire to accurately portray certain aspects of American history as it relates to minorities and the history that is not explored in the current history books.

  • House Resolution 97: Rep. Neal’s technology initiative starts with the application Empowrd. Empowrd is a civic engagement platform (An app) designed to connect people with leaders and organizations, unifying them to support and lobby for great causes. Empowrd also has the ability to allow for EASY VOTING on the app. The Empowrd App eliminates complex barriers to obtaining information and finding activities in the civic process, enabling users to connect with causes that are important to them, their elected representatives, advocates, and organizations; and the app would give elected leaders the opportunity to connect directly with constituents within their district and learn more about what causes and issues are important to them via their unique civic profiles.

  • Proposing legislation to address gaps in the educational system

  • Proposing legislation and exploring new alternatives/solutions to address Hartsfield Airport and Clayton County partnership to bring more money into the district

  • Propose legislation to save taxpayer dollars

  • Propose legislation to begin to tackle some of the mental health issues in Clayton County and the state as a whole. HB 570/571 ADOPTED AT LOCAL LEVEL

Citizen/Law Enforcement Package

Mental Health Package


In light of the strong tensions in communities of color in reference to government, law enforcement and more. I have a set of solutions I plan to propose to address some pressing issues in reference to law enforcement relations, community relations, revitalization of communities and more. Mental Health would be a part of this package. House Resolution 759

The Mental Health Package consists of a variety of pieces of legislation that supports the first steps at tackling Mental Health issues in Georgia and more specifically; Clayton County. The bills are the following: House Bill 570/571 and House Resolution 201
